This work is of scientific interest. This subject would contribute to launching the debate on the alternative means offered by the international human rights system for a better action of the State in the search for the protection of its citizens. In this sense, society today is reproving certain acts that tend to upset it. This disapproval is even greater when these acts, committed by political figures or their supporters, have gone unpunished. The research work also takes into account immunity, an institution established by the constitution and created to guarantee the legal independence of parliamentarians and to protect them from intimidation by political power. The general objective of this work is to show the causes and consequences of certain legal factors and other institutional facts with regard to the fight against impunity in the face of international mechanisms and the role of the state.
