The very day Lazarus arrives on Luna, a terrorist bomb explodes in a Lunarian hospital killing hundreds. While they were still cleaning up the mess, the strange crash of a cislunar freighter far out on the Sea of Clouds draws the attention of the North American Federation, the Islamic Brotherhood and the Republic of Luna. They all race to be first on site.

The Republic of Luna sends Quan Kiai, a company of young police officers. Lazarus and Lindsey accompany them in support. What happens next sets in motion humanity's first interplanetary war, the Shadow War.
