Scott A. Clayton is a Senior Analyst for the US Government Accountability Office where he conducts forensic audits and investigations across numerous federal agencies. He is a certified fraud examiner and received his Ph.D. from the University of Texas at Dallas in public affairs. His research identifies themes of Breyer's and Scalia's jurisprudence and reveals the extent to which they defer to agency decisions varies and contradicts both Justices' stated positions on judicial review, legal reasoning, and statutory interpretation to some degree.
