Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. It has not been my purpose in the preparation of the manuscript of this book to write a full history of the war with Spain; on the contrary, it has been to place on record some of the prominent facts connected with the organization, equipment, and movements of the army, together with the administration of the War Department, with the hope that such statement will serve a useful purpose as an example, should another crisis of the same kind occur.

The statements in this volume are based upon either my own knowledge or upon the official reports, verbal and written, made during my incumbency of the office of Secretary of War. The descriptions of the fights of Las Guasimas, Caney, San Juan, and Manila are based upon official documents, conversation with participants, and letters from officers high in authority received since the war. A personal visit to the battlefield of San Juan in the spring of 1899 has been of much service, making that field of operations somewhat familiar to me.
