Throughout this proc ess, I've been very clear about my intention to move legislation which will substantial] reform the way the bia does business, and which reflects the goa s and objectives of Indian country. That is why I am disturbed by recent reports that the reductions mandated under the National Performance Review are proceeding without interruption despite the efforts of this committee to forge a cooper ative effort to reorganize the bia with Indian tribes, the Congress and the Administration.
