MY object in the following lectures-is to examine the government of the United States as a constitutional system as Simply and directly as possible, with an eye to practice, not to theory. And yet at the very outset it is necessary to pause upon a theory. The government of the United States cannot be intelligently discussed as a constitutional system until we clearly determine what we mean by a constitutional government; and the answer to that question is in effect a theory of politics.
