Our object now must be to place the traditions and methods of the Navy on right lines. This course becomes the more necessary as we economise. It has been one of the chief sources of trouble in dealing with the Admiralty that they have been unable to indicate when their expenditure was vital and when it was merely useful. It is the doctrine of war which, when shaped on sound lines and put into practice by an efficient War Staff, enables us to bring about the only real combination of economy with efficiency.
